Dependent events support

I could not find the ability to create dependent events - is there such a functionality?

Suppose there are events A and B. Currently I see only a way of specifying the probability distribution of A and probability distribution of B. However, what if:

probabilify(A | B<1)=0

How would I specify this dependency relationship between the two events?
